EU PPF trainings – Wastewater infrastructure projects

EU PPF6 experts’ team organized their second training on Preparation of tender documentation for wastewater infrastructure projects in line with FIDIC Conditions of Contract, that was successfully completed by 18 representatives of the Ministry of European Integration, Ministry of Finance – Department for Contracting and Financing of European Union Funded programs, and Ministry of Environmental Protection, 6 from the city/municipal administration of Blace, Loznica and Pančevo and 10 from PUCs from Blace, Kraljevo, Loznica and Novi Sad.

The objective of this training was to enhance the participants’ knowledge of the process of preparation of tender documentation for wastewater infrastructure projects by introduction of PRAG and FIDIC contract model and structure. PRAG (Practical Guide to Contract Procedures for External EC Measures) are applicable procurement procedural instructions/rules in case of IPA (co)funded projects except for infrastructure projects that exceed € 5 million where FIDIC set of conditions are preferable.

Division of roles and responsibilities was elaborated in depth as well as change management dealing with various aspects of changes introduced during the contract lifetime as part of the contract management. In addition to overview of the most critical findings and recommendations for tender preparation, the participants also had an opportunity to learn the most common mistakes in tender documentation drafting. The main focus of the afternoon session was on crucial elements of FIDIC Contract structure and the walk-through the most important articles and procedures for wastewater projects.
