EU PPF Infrastructure Projects in the Railways sector

EU PPF8 training team hosted training titled “Preparation of Technical Documentation Cost Benefit Analysis (CBA) of Infrastructure Projects in the Transport Sector/Railways” in Belgrade today. This seminar was successfully finished by 11 civil servants, representatives from the Serbian Railways Infrastructure, Ministry of Construction, Transport and Infrastructure, Ministry of European Integration, RAREI and PUC Belgrade Metro and Train.

The participants familiarized themselves with all essential aspects of Cost Benefit Analysis (CBA) in line with the EU Guide on CBA, as one of the most important tools in programming and preparation of railway infrastructure investment projects. The participants also had an opportunity to exercise and do 3 case studies on CBA.

Cost Benefit Analysis (CBA) or sometimes named Benefit-Cost Analysis quantifies and adds monetary values to all effects and costs related to project implementation or investment planning, on basis of which net benefits are estimated. Actually, strengths and weaknesses of the proposed solutions are assessed and an option that generates the greatest profit (benefit) and least implementation costs is selected. This analysis is not used for investment projects that produce only direct commercial effects that are measurable and quantitative but, above all, for projects that also have significant indirect and non-measurable effects.
