EU PPF trainings – EU rules on contracting procedures

Today in Novi Sad, EU PPF8 team hosted training titled Preparation of tender documentation for waste management projects in line with EU rules (PRAG) that was successfully completed by 12 civil servants employed in the Ministry of Environmental Protection and Provincial Secretariats for Urban Planning and Environmental Protection; as well as the Secretariat for Agriculture, Water Management and Forestry.

The attendees enhanced their knowledge of the procurement procedures, forms and content of standard contracts according to PRAG rules related to works and services. In addition, EU PPF8 team dedicated part of the training for practice so the participants had an opportunity to exercise the evaluation process related to service contracts.

PRAG is Practical Guide to Contract Procedures for EU External Actions and every Contractor that has signed EU funded Contract must adhere to it as one of the most important documents. PRAG, as unique guidelines that define the contracting procedures, is used for procurement of services, goods or contracting of works from project budget. Lack of knowledge and understanding of the public procurement procedures and contract rules defined by PRAG pose a critical risk that may lead to non-acceptance of project costs, and as a result put the whole project at risk. Therefore, one of the EU PPF programme objectives is Capacity building for the civil servants that are directly involved in preparation of tender documentation for infrastructure projects that are selected within EU PPF programme.
