CAPACITY BUILDING SUPPORT TO MEI, LMS STAFF AND OTHER SERBIAN STAKEHOLDERS SUPPORT TO IPA PROGRAMMING, TRAINING AND PROJECT PREPARATION
PROJECT PREPARATION FACILITY 7 (PPF 7) SERBIA
Objective
Sector Budget support is among the financing modalities used in many countries and supports well the sector- wide approach integrated into the IPA II regulations. To design a budget support programme and use it as an incentive in support of a sector policy or reform as well as its implementation requires understanding of the instrument.
The 4 eligibility criteria and the additional focus on Domestic revenue Mobilization and Fundamental Values need to be demonstrated through analyses and dialogue. The understanding derived from those lead to the design of the programme to create a support incentivizing results. Key to this design are the policy matrix and performance indicators.

Ministry of European Integration, Line Ministries and other stakeholders
Pre-requisites
No minimum level of knowledge is required. The course will be delivered in the English language. No simultaneous translation to Serbian will be available. Willingness to share experience, share examples and read material for the training to prepare.
It is expected that participants would have taken notice of the main messages of the EU guidelines (here). It is recommend that participants would have taken the online course on DEVCO academy (here).
Learning outcomes
The expected learning outcomes for the participants during the entire duration of the course are:
Awareness level (Know where to get information)
Be aware of the requirements for eligibility, reporting and disbursement
Understanding level (be able to refer to guidelines and use them)
- Understand how Sector BS can support a sector policy, a sector reform and its implementation
- Understand how the eligibility analysis is conducted, when and how to prepare for it
- Understand how to use the design elements to create incentives
Practical level (apply methods)
Based on a real case pre-selected by participants. They will:
Understand what information is needed to conduct the analyses and where to find this information and how to use it.
Learning methods
The learning methods will encompass the following:
- Introduction to key concepts through short presentations with time dedicated to Q&A: brief presentation of the key concepts will help participants focus on the information presented in the case study and sharing their
- Example or case study: participants will ‘walk’ through the documentation, identify the type of information provided and make use of it in order to come to an analysis and formulate a ‘judgement’.
All participants will receive the course material on USB keys and a minimum of printout material. Notes will be shared after the training.
