Result 1 – The appraisal process of major infrastructure projects is enhanced in line with national sector strategies and effectively contributes to the  stablishment of a single mechanism for prioritising all investments in the infrastructure sector regardless of the source of financing

1.1 Support the MEI in establishing Programme Procedures Manual (PPM)

1.2 Support the MEI in operationalizing the Methodology

1.3 Support in the appraisal of selected projects

1.4 Training Needs Assessment (TNA) and Plans Development

1.5 Training on Appraisal of Infrastructure Investment Projects (IIP)

1.6 Check all the existing instruments encompassed by the Methodology

1.7 Consult with the Stakeholders and compare with the peer appraisal templates of the IFIs

1.8 Update all the existing instruments encompassed by the Methodology

1.9 Establish a digital platform and disseminate the updated instruments with the project beneficiaries/proponents

1.10 Review the current and proposed infrastructure sectors and investment projects

1.11 Ensure the stakeholders agree the selection criteria and assessment instruments

1.12 Assess the proposed sectors and investment projects

1.13 Organize the consultation process with the ministries on the investment priorities

1.14 Establish updated lists of priority sectors and projects

Result 2: Technical and project documentation for financially viable infrastructure projects in sectors of environment local/urban development and other  nfrastructure sectors (as decided by the PSC) are prepared for financing by EU pre-accession/ accession assistance, multilateral IFIs and/or other donors committed to EU standards, including transparent public procurement procedures

3.2 Specialised training, leading to a formal certification qualification for minimum 25 participants

3.3 Study tours to EU member states for minimum 25 participants
