| INCEPTION PHASE
Activity 0.1 Kick-off meeting with the Contracting Authority, beneficiary and other stakeholders and establishment of Project’s Steering Committee;
Activity 0.2 Establishment of a mode of day to day working collaboration with MEI and other key stakeholders, including line ministries and other responsible beneficiaries;
Activity 0.3 Recruitment of project support staff and establishment of the project office;
Activity 0.4 Identification and mobilization of the project team;
Activity 0.5 Preparation of a full project review to determine all factors relevant to the project implementation, including an analysis of assumptions and risks and propose different alternatives;
Activity 0.6 Preparation of methodological proposal for NAD revision, including template of the document, comprehensive communication and consultations mechanisms, time approach, working modalities etc.;
Activity 0.7 Organisation of a workshop to discuss methodological proposal for NAD revision, IPA II programming approach and structural adjustments;
Activity 0.8 Support MEI and line ministries in initiating selection of infrastructure projects to be supported by PPF7 and clarification of the scope of identified infrastructure projects;
Activity 0.9 Action planning and preparation of the Inception Report;
Activity 0.10 Organisation of a publicity workshop or information seminar with key stakeholders.
| IMPLEMENTATION PHASE
Output 1.1: Document on ‘Needs of the Republic of Serbia for International Assistance 2014-17 with projections until 2020’ (NAD) structurally adjusted, updated and redrafted
Activity 1.1.1 Analysing of the planning and programming documents, project, monitoring and evaluation reports and relevant statistical data and collecting relevant information about available financial resources;
Activity 1.1.2 Checking the relevance of NAD 2014-2017 priorities, measures etc. to be revised in the new document;
Activity 1.1.3 Support in preparation of the NAD to meet the requirements of facilitating the programming in accordance with the sector approach, but also with the more operational requirements stemming out of the process of preparations for usage of EU funds and other development assistance;
Activity 1.1.4 Organisation of consultation process on the NAD priorities/measures and on the draft NAD;
Activity 1.1.5 Performance of the Strategic Environmental Assessment (SEA) and ex-ante evaluation of the NAD (if requested by MEI).
Output 1.2: Relevant planning and programming documents (i.e. Sector Planning Documents, Acton documents, Operational programmes) prepared in accordance with the EC programming timeline
Activity 1.2.1 Support in preparation of SPDs for the period 2018-2020;
Activity 1.2.2 Revision of Sector Approach Roadmaps (SAR);
Activity 1.2.3 Support to annual programming process through preparation of selected ADs;
Activity 1.2.4 Support to preparation of Sector Reform Contracts;
Activity 1.2.5 Preparation of the evaluation material and performing the quality control of programming documents (consistency, maturity, feasibility, opted support solutions and budgets);
Activity 1.2.6 Organisation of consultation process during preparation of SPDs, ADs and SRCs;
Activity 1.2.7 Providing policy advice on IPA II mid-term findings.
Output 1.3: Defined direction of post 2020 EU budget developments and supported initial design of planning and programming documents for post 2020 period (In brief: Post 2020 planning and programming)
Activity 1.3.1 Preparation of a policy paper concerning IPA II successor;
Activity 1.3.2 Presenting legal, strategic and institutional framework of Cohesion policy for post 2020 period;
Activity 1.3.3 Presenting options for upgrade of NAD for post 2020 period;
Activity 1.3.4 Supporting MEI in launching evaluation of development assistance per sector;
Activity 1.3.5 Support MEI in preparation of NAD successor for post 2020 period and programming of pre-accession assistance in post 2020 period.
Output 2: Technical documentation for infrastructure projects to be financed through the EU funds prepared in accordance with the Serbian legal requirements and EU standards and norms
Activity 2.1 Preparation of the Methodologies for each infrastructure project assigned to PPF7;
Activity 2.2 Realization of the surveys/site investigations (Topographical Surveys, Geo-Mechanical Investigations of the terrain relevant for the construction, Hydrology Studies at the locations identified as optional for implementation of selected projects;
Activity 2.3 Preparation of selected project documentation including preliminary assessment work, pre-feasibility studies, feasibility studies, cost–benefit analyses, funding gap calculations, environment impact assessment studies, general project designs, the preliminary project designs, and the main project designs, as well as tender documentation when deemed justified (for infrastructure projects in energy, transport and environment sectors);
Activity 2.4 Preparation of selected project documentation including general design, concept solution, concept design, construction permit design, main design, as build design (for social infrastructure and business related infrastructure);
Activity 2.5 Assistance to the Beneficiary in obtaining construction permits according to Serbian construction law;
Activity 2.6 Appraisal – screening of developed proposals;
Activity 2.7 Submission of projects to MEI, LMs and CFCU for review and approval.
Output 3: Capacities of national institutions /organisations involved in planning and programming of EU assistance strengthened (In brief: Capacity building)
Activity 3.1 Assessment of knowledge of relevant institutions/organizations involved in planning and programming of EU funds.;
Activity 3.2 Preparation of training plan based on an updated TNA from the assessment;
Activity 3.3 Define the tailor made capacity building programme addressing critical findings from the assessment;
Activity 3.4 Delivery of specialised trainings following the capacity building programme and providing supplementary training sessions to the line ministries and other beneficiaries;
Activity 3.5 Provision of on the job trainings on preparation of programming documents and project preparation to the line ministries and other beneficiaries;
Activity 3.6 Design of the training evaluation system to monitor and assess capacity building performances in structured manner.

Output 4: Implementation of demand driven activities linked to the project ToR (In brief: Ad hoc support)
Activity 4.1 Identify missing sectorial policy decisions and propose options and decisions to close existing policy gaps and agree with the responsible institution implementation measures;
Activity 4.2 Preparation of ad hoc concept notes, briefings, presentations and data collection;
Activity 4.3 Support in performing monitoring tasks.
Activity 4.4 Preparation of inputs for MEI annual report.
Activity 4.5 Support for improving ISDACON IS.
Activity 4.6 Support revision of the Single Project Pipeline and more operational work of the NIC.
Output 5: Enhanced visibility of EU funded activities and ensured efficient communication within the project team (In brief: Visibility and Communication)
Activity 5.1 Development and Implementation of Visibility Action Plan;
Activity 5.2 Design of common PPF website (if requested by MEI);
Activity 5.3 Organising at least one public event or/and participating in an event organised independently from the action;
Activity 5.4 Development and Implementation of PPF7 Communication Action Plan.
Output 6: Ensured monitoring of project implementation and regular reporting (In brief: Project monitoring and reporting)
